I. INTRODUCTION

In this contract dispute, Tru-Line Metal Products, Inc. sued United States Fabrication and Erection (USF & E) in federal court. The federal court granted summary judgment in favor of USF & E and awarded full attorney's fees as a sanction for filing a baseless claim. Tru-Line then brought this action in state superior court.
