The Hearing Officer applied all of Mr. Hastings' partial payments to his current child support obligation. Because no payments had been made on the past due child support arrears, the Officer held that La.Civ.Code art. 3501.1 is not applied retroactively and therefore defendant's adjudicated arrears...
