PER CURIAM.

The applicant, David L. Carpenter (applicant or Carpenter), appeals from a Superior Court order denying his application for post-conviction relief (PCR). After a prebriefing conference, a single justice of this Court ordered the parties to show cause why we should not decide this case summarily.
