BRIDGEWATER, J.

Alvin Boehm and Janice Brown Boehm (the Boehms) appeal from a superior court judgment that affirmed the City of Vancouver hearing examiner's approval of a preliminary site plan and conditional use permit for Fred Meyer's proposed gas station. We hold that neither the hearing examiner nor the superior court erred in holding that the Boehms failed to properly appeal the concurrency decision.
