Defendant, Glen E. Seals, was indicted for first degree murder in violation of La. Rev.Stat. 14:30. On March 1, 1993, defendant's attorney filed a "Motion for Psychiatric Evaluation," which was granted but not implemented. Shortly thereafter, defendant was tried, found guilty as charged, and sentenced to death. This court affirmed defendant's conviction and sentence. State v. Seals, 95-0305 (La.11/25/96),
