Appellant John Neeve was cited for speeding on January 8, 2002, by a police officer for the City of Caddo Valley. He was scheduled to appear in the City Court of Caddo Valley, but objected to that court's exercise of jurisdiction. Following the city court's denial of his motion to dismiss, Neeve sought a writ of prohibition in the Clark County Circuit Court.
