In this Suits in Admiralty Act (SAA) case (46 U.S.C. §§ 741 et. seq.) against the United States, plaintiff Cosmomar Shipping Co., LTD, alleges that it owned a vessel negligently damaged in the custody of the U.S. Marshal's Service and/or its substitute custodian, H.
