¶ 1 Lawrence R. Palmer ("Palmer") appeals, pro se, the order entered December 14, 2001, disposing of his second petition brought pursuant to the Post Conviction Relief Act (PCRA), 42 Pa.C.S.A. §§ 9541-9546. Palmer's petition was denied without a hearing, following proper notice, on the basis that he failed to make a strong prima facie showing that a miscarriage of justice occurred and because the petition was untimely filed...
