The plaintiff, Sonja Wise, was dismissed as a tenured classroom teacher for willful neglect of duty by the Bossier Parish School Board ("BPSB") in accordance with La. R.S. 17:441, et seq. Wise petitioned the district court for review of BPSB's decision. The district court upheld BPSB's dismissal of Wise. Wise now appeals, asserting that the district court erred in failing to find that BPSB acted arbitrarily and had no rational basis to terminate...
