The Commonwealth of Pennsylvania, Department of Transportation, Bureau of Driver Licensing (DOT) appeals from an order of the Court of Common Pleas of Allegheny County, which sustained the statutory appeal of Flora Sweeney challenging DOT's imposition of a one-year suspension of her driving privilege pursuant to section 1547(b)(1) of the Vehicle Code (Code).2
