Ronald Jackson appeals the trial court's denial of his motion for default judgment and the denial of his appeal against the City of Jeffersonville ("Jeffersonville"), the Common Council of the City of Jeffersonville ("Council"), and members of the Council ("Members") (collectively, the "Appellees"). Jackson raises two issues, which we restate as:
