In this administrative appeal, the principal issue is whether the trial court properly set aside the suspension of a motor vehicle operator's license. The suspension arose out of the alleged refusal of the operator to submit to a chemical alcohol test subsequent to an arrest for operating a motor vehicle while under the influence of alcohol or drugs.
