I. Introduction

At about 3:15 p.m. on March 28, 2002 Missoula County Sheriff's Deputy Steve Nelson observed a blue van traveling eastbound on Interstate 90 from the Wye interchange with Highway 93 near Missoula. According to Deputy Nelson's report, the van was traveling from 50 to 55 miles per hour. Deputy Nelson approached the van and followed it in the right hand lane...
