In these consolidated cases, the State of Louisiana, through the Department of Social Services/Office of Community Services (State), appeals the informal adjustment agreement granted by the trial court that transferred custody of the minor child, C.W., from the State to his father, R.W.1 For the following reasons, we reverse.
