On March 2, 1999, Defendant-Appellant Howard Lee Ramstad conditionally pled guilty to knowingly and intentionally possessing with the intent to distribute 100 kilograms or more of a substance or mixture containing a detectable amount of marijuana, in violation of 21 U.S.C. § 841(a)(1).
