PROCEDURAL HISTORY AND FACTS

¶ 1. The incident in question took place at the Parchman prison on or about May 9, 2000. On that date, inmate Glen Rice was watching television, and inmate Wendell Hill and others were playing cards in a recreational room at the prison.
