Richard S. Baker and Carolyn Baker contracted with J. William Campbell, Jr., individually and d/b/a Professional Contractors, Inc., to build a retirement home for them in Gilmer County. Gilmer County Bank made the construction loan to the Bakers for $225,000. Campbell and PCI went bankrupt prior to the completion of the house.
