This is an appeal by David Urey t/d/b/a General Outdoor Advertising, Inc. (Urey) from an order of the Court of Common Pleas of Mercer County that affirmed the decision of the Zoning Hearing Board (Board) of the City of Hermitage (City). The Board's decision upheld an enforcement notice issued against Urey for constructing a billboard in a Central Commercial (CC-1) district.
