Laura Locke appeals from a summary judgment in favor of the City of Mobile. Locke, who owns a house in the Azalea and Cottage Hill area of Mobile, alleges that the City negligently maintained the drainage system in her neighborhood and that its negligent maintenance of the system resulted in the flooding of her property.
