Petitioner Morales brought this action pursuant to 28 U.S.C. § 2241 seeking a writ of habeas corpus. By standing order, it was referred to Magistrate Judge R. Clarke Vandervort, who has submitted his Proposed Findings and Recommendation (PF & R).
