This is a direct appeal from an order of the Philadelphia County Common Pleas Court declaring Section 4 of Act 105-1996, 71 P.S. § 371 (Act 105), unconstitutional.1 Act 105 confers on certain school administrators the right to bargain collectively concerning terms and conditions of employment, as well as binding arbitration for resolution of impasses in the collective bargaining process...
