ORDER DENYING MOTION FOR PRELIMINARY INJUNCTION

On July 24, 2002, the Court held an evidentiary hearing on Plaintiffs' Motion for Preliminary Injunction. The Court also heard argument on challenges to the constitutionality of certain of Plaintiffs' causes of action and took under submission written arguments regarding a motion for partial dismissal, which primarily concerned immunity issues.
