HENDRY, C.J. INTRODUCTION

Premium Farms, a general partnership, brought a declaratory judgment action, asking the Holt County District Court to determine the validity of zoning regulations enacted by the Holt County Board of Supervisors. The court determined that various portions of the zoning regulations exceeded the county's zoning authority pursuant to Neb.Rev.Stat. § 23-114.03 (Reissue 1997). The county appeals.
