Appellee-claimant Gary Neal injured his back in 1990 in an industrial accident. His workers' compensation claim was allowed for, among other things, ruptured disc L5-S1. Surgery was recommended in 1992, and, in 1993, claimant's self-insured employer, appellant Osco Industries, authorized it. Unfortunately, a previously undetected heart condition—which later became part of the claim—prevented the procedure at that time...
