Robert V. Willmes petitioned the district court for a writ of mandamus after the Reno Municipal Court rejected a civil compromise between Willmes and his wife of a misdemeanor domestic battery charge. Willmes then filed a motion to disqualify the Reno City Attorney's Office from prosecuting Willmes on the domestic battery charge, as well as from representing the municipal court in the mandamus proceedings.
