Lamar Outdoor Advertising, Inc. ("Lamar") is an outdoor advertising company. In April, 2000, a windstorm damaged one of Lamar's billboards ("the Billboard") on leased property ("the Property") in the City of Hendersonville. The Billboard was originally constructed in 1981, within the federally regulated corridor that extends to 660 feet from the nearest edge of a federal primary highway.
