Appellant filed a civil suit against appellee C.S. in the District Court of Shawnee County using the pseudonym "Unwitting Victim" instead of his name. C.S. immediately filed a motion to dismiss and a request for sanctions. On February 16, 2001, Shawnee County District Judge Terry L. Bullock granted C.S.'s motion to dismiss, finding that appellant's privacy interest was not of sufficient magnitude to warrant...
