Appellants, the Laurel Racing Association Limited Partnership ("Laurel Racing"), the Maryland Jockey Club of Baltimore City, Inc. ("MJC"), and Race Track Payroll Account, Inc. ("RTPA"),1 appeal the decision of the Circuit Court for Anne Arundel County in favor of appellees, Josepha Babendreier, the Board of Appeals (the "Board"), and the Department of Labor, Licensing and Regulation ("DLLR").2
