OPINION

COLE, Circuit Judge.

This case requires us to review for a second time the sentences of alleged members of the "Short North Posse" ("SNP"), a loose affiliation of cocaine base ("crack") dealers who conspired to protect their trade in the Short North neighborhood of Columbus, Ohio during the first half of the 1990s. This court vacated the sentences of the five Defendants in United States v. Gibbs, 182 F.3d 408
