Garden Hills Civic Association, Inc. and six homeowners (collectively the appellants) sued Metropolitan Atlanta Rapid Transit Authority (MARTA), the City of Atlanta, and Norman Koplon (collectively the defendants), alleging that the rezoning of approximately forty-seven acres in Atlanta was illegal and unconstitutional.
