Petitioner was a prison inmate in April 2001 when he filed a grievance alleging that certain funds used to defray court filing fees had been improperly deducted from his account at the correctional facility, leaving it with a balance of less than $10. By decision dated April 26, 2001, the Inmate Grievance Review Committee sustained petitioner's grievance and respondent subsequently credited petitioner's account with $1.13, the sum deemed to have been improperly deducted....
