Darran McLaughlin (Claimant) appeals from an order of the Workers' Compensation Appeal Board (Board) that reversed the decision of the workers' compensation judge (WCJ) to, inter alia, impose a penalty against St. Francis Country House (Employer) for unilaterally terminating Claimant's medical benefits. The issue on appeal is whether Employer's refusal, pending its petition for termination, to pre-approve a scheduled surgery...
