PALMER, J.

As in the companion case of Johnson v. Commissioner of Correction, 258 Conn. 804, 786 A.2d 1091 (2001), which we also have decided today, this appeal requires us to determine whether Public Acts 1995, No. 95-255, § 1 (P.A. 95-255),1 which amended General Statutes (Rev. to 1995) § 54-125a
