The Copyright Act of 1976, 17 U.S.C. § 101 et seq., requires that an individual wishing to register a copyright must, in the case of an unpublished work, deposit "one complete copy or phonorecord" with the Copyright Office at the time of application. 17 U.S.C. § 408(b)(1).
