The Town of Dunkirk appeals the circuit court order dismissing its complaint challenging a petition for annexation filed by the City of Stoughton. The court concluded that it lacked personal jurisdiction over the City of Stoughton and the other named defendants1 because the initial summons and complaint had been signed by an attorney who at the time was suspended from the practice of law in Wisconsin.
