Tracy Sims pled guilty to twenty counts of making, uttering and possessing counterfeit traveler's checks in violation of 18 U.S.C. §§ 2 and 513(a). The district court departed upward in sentencing Ms. Sims after determining that her criminal history category did not adequately reflect the seriousness of her criminal history.
