Collins filed a complaint for administrative review and other relief with the circuit court of Cook County from a decision by the Retirement Board of the Policemen's Annuity and Benefit Fund—City of Chicago (Board) denying Collins certain benefits under the Illinois Pension Code (40 ILCS 5/5-101 et seq.
