Following adjudicatory and dispositional hearings, the trial court entered neglect adjudications for Alicia Z. and Zayda Z., the daughters of respondent, Jose Z., and awarded guardianship of the girls to the Department of Children and Family Services (DCFS). Respondent did not appeal the court's orders. On August 7, 2001, more than two years after DCFS was awarded guardianship and after several permanency review hearings...
