At approximately 10:45 P.M. on January 3, 1998, plaintiff was walking south on Read Street in the Village of Hancock, Delaware County. Immediately to his right was a grocery store parking lot. Plaintiff testified that when he reached the intersection of Read and East Front Streets, a Village of Hancock police car blocked his path.
