Gary Gibson, Commissioner of the Indiana Bureau of Motor Vehicles ("BMV"), appeals the trial court's grant of a restricted driving permit to Claribell O. Hernandez. The BMV raises one issue, which we restate as whether the trial court erred when it granted a restricted driving permit to Hernandez that allowed Hernandez to drive to, from, and during the course of her employment and to transport her children to and from both school...
