The primary question before us is whether a real estate agent or broker who lists and promotes residential property for rental is an "owner" within the meaning of legislation passed in 1994 addressing the problem of deteriorated lead paint in older rental housing. See Md.Code, Env., §§ 6-801— 6-852 (1996, 2000 Supp.) [hereinafter Lead Paint Act or the Act]. We answer that question...
