The day following the November 6, 1996 general elections in the Virgin Islands, the Honorable Adelbert M. Bryan, Virgin Islands Senator ["Bryan" or "appellant"], had an altercation with Steven V. Rockstein ["Rockstein"], a Daily News photographer, on the Senate Floor. Bryan complained that Rockstein was unnecessarily taking numerous photos of him.
