Appellants, who are State of Minnesota employees, brought this action to compel the state to pay them according to Minnesota's Prevailing Wage Act,1 Minn.Stat. §§ 177.41-.44 (2000). They contend that the Act provides them with a private cause of action against the state to seek back wages and benefits.
