In 1991, Mounts was stopped twice for alleged traffic violations within an hour by Arkansas state troopers while en route to Chicago. After arresting Mounts during the second stop, the troopers conducted an inventory search of Mounts' car and discovered 60 kilograms of cocaine in a suitcase in the trunk.
