Watketa Valenzuela, who was convicted of conspiring to distribute cocaine and cocaine base, filed a habeas corpus petition alleging that he received ineffective assistance of counsel at sentencing in violation of the Sixth Amendment. In his petition, Valenzuela contends that his attorney failed to properly challenge the government's evidence that the controlled substance in question was crack cocaine rather than powder cocaine or some other form...
