Defendant-appellant, Luceille Fleming, the Director of the Ohio Department of Alcohol and Drug Addiction Services, appeals the decision of the Franklin County Court of Common Pleas that resolved cross-motions for summary judgment in favor of plaintiffs-appellees, National Association of Forensic Counselors and James A. Coleman. At issue in this appeal is the constitutionality of R.C. 3793.07.
