Plaintiff/appellee instituted this suit alleging that defendant/appellant, a political subdivision, violated the public bid law, La. R.S. 38:2211 et seq., and tailored its bid specifications to prevent competition. In an earlier decision, this court concluded that the defendant violated the Public Bid Law and remanded this matter to the district court for further proceedings relative to an award of damages.
