In July of 1990, an Illinois Circuit Court decided that appellant Donald Campbell was kept in prison at least a year longer than his sentence required. Campbell subsequently sued six prison officials and the Illinois Department of Corrections (IDOC) alleging violations of his Eighth and Fourteenth Amendment rights.
