WILLIAMS, Judge.

The defendant, Darla Phillips, appeals a judgment terminating her parental rights to the minor child, DLF. For the following reasons, we affirm.

FACTS AND PROCEDURAL HISTORY

DLF was born on December 21, 1996 to Darla Phillips and Paul F. On March 31, 1997, the State of Louisiana, Department of Social Services ("DSS") received reports that DLF was being subjected to substandard living conditions...
