On August 14, 1998, the Immigration and Naturalization Service (INS) determined that Hyun Min Park, a South Korean national in the United States on a temporary visa, was working without authorization. Park appeared at a removal hearing on October 1, 1998, in Las Vegas, Nevada. She was granted voluntary departure in lieu of removal until November 2, 1998, and an alternate order of removal was entered should she fail to depart. On October 31, 1998...
